This is one of those setup programs that insists on running only from a floppy disk, and checks the disk volume labels.
Copy the folders in the archive to floppy disks and give them the following volume labels:
Disk 1 - "SETUPMP400" (SETUP Disk)
Disk 2 - "PROG1MP400" (PROGRAM Disk 1)
Disk 3 - "PROG2MP400" (PROGRAM Disk 2)
Disk 4 - "UTILSMP400" (UTILITIES Disk)
Then run setup, and insert the disks as prompted.
Tested and works great.
