This if for Windows 3.1 as it includes a copy of Win32s version 1.1.88.0 aka the first public version of Win32s. I didn't try Windows 95, although I would suspect it ought to work. The setup program is win16 so there is that limitation. I did copy an install out from Windows 3.1 and ran it on Windows 10 x64, and the DEM maps view all gray making it kind of useless however it does run the rendering just fine, and appears to use my 2 cores which is nice.
