This was the DRI GUI originally made for CP/M 86 but ported to MS-DOS. Later on in 1985 Atari used GEM as their GUI to sit on top of TOS. If it wasn't for Apple suing DRM, and Microsoft bundling Windows with DOS on new PCs, GEM might have still been in production today.
