Actually it is a machine language/assembly language debugger. You load a COM or EXE file and step over each instruction until you find a part you want to change and you edit it. As the n00b said, it can be used to crack software protection schemes. Like if the serial key fails or the floppy disk error is not there instead of JE to the part that says it is a pirated version they change it to JNE which means jump if not equal and then when the copy protection check fails, it continues on as if it succeeded. Microsoft had a version of this called Codeview for MASM. Yeah I'm an ex-hacker from the 1980's to early 1990's and I cracked Lotus 123 2.0 with tools like these. Don't ask me to do it anymore, I'm retired.
